WLES Foundation
The Workforce Ledger Evidentiary Standard (WLES) is governed by the WLES Foundation, with FLOSMOSIS PTY LTD (ACN 697 323 925) as the Foundation Entity. The Constitution was adopted and entered into effect on 27 April 2026 and is governed by the laws of the Australian Capital Territory.
Foundation Entity
FLOSMOSIS PTY LTD is the Foundation Entity for the WLES. The Foundation Entity is responsible for the strategic direction of the standard, the approval of WLES technical specifications and their updates, the appointment of Governance Council members, and ensuring compliance with applicable laws and regulations. The full governance structure is set out in clause 3 of the Foundation Constitution.
Foundation Period
The Foundation Period runs from 27 April 2026 until the earlier of (a) 20 Founding Customers being onboarded, or (b) 31 December 2027. During this period, the Foundation Entity operates the Founding Customer Program (clause 8 of the Constitution) to onboard early adopter organisations.
Governance Council
Per clause 5 of the Constitution, the Foundation Entity will establish a Governance Council within twelve months of the Effective Date or upon onboarding the fifth Founding Customer, whichever occurs first. The Governance Council comprises representatives from Founding Customers, worker advocacy groups or unions, industry bodies, independent technical experts, and regulatory representatives in observer capacity.
The Governance Council is advisory only and does not have decision-making authority over the Foundation Entity. Its functions include providing input on WLES technical specifications and updates, reviewing and recommending amendments to the Constitution, advising on industry engagement and adoption strategies, and raising concerns regarding worker rights and data sovereignty.
Open Standard Commitment
Per clause 7.3 of the Constitution: “The Foundation Entity is committed to maintaining the WLES as an open standard and will not use intellectual property rights to unreasonably restrict access to or implementation of the WLES.” Any organisation may build a WLES-conformant system on equal terms.
Core Principles
The WLES is founded on eight core principles set out in clause 6 of the Constitution: Worker Data Sovereignty, Verifiability, Portability, Immutability, Transparency, Interoperability, Privacy by Design, and Accessibility. These principles may only be amended by unanimous Board approval and consultation with the Governance Council.
Initial Directors
Per clause 3.2 of the Constitution, the initial directors of the Foundation Entity are:
- Lauren Kate de Mestre — Chairperson, Corporate Counsel, Company Secretary and Public Officer
- Joao Vicente Muniz Campos — Director, Chief Technology Officer

The WLES is being promoted for adoption initially across construction, mining, healthcare, aged care, and education sectors in Australia.
